Some leave willingly and receive help at shelters or hospitals. Those who pose a threat to themselves or others are forcibly removed and potentially hospitalized. While the program aims to help troubled people, some advocates believe the methods used are too forceful and cause more harm.

There are also disagreements on the effectiveness of the program since violent attacks by homeless people are rare.
